We have just discovered that unfortunately there was a technical error in the translation from one system to another when the 2015/2016 budget was recently issued. This meant that the 2 car park schedules were imported the wrong way round.........what this effectively meant is that those with a Phase 1 car park space have been charged the budget for the Phase 3 car park and vice versa. Due to the fact that one schedule is twice the amount of the other (as one has 66 spaces and the other 35 spaces) those in Phase 1 have been considerably under charged and those in Phase 3 considerably over charged. We are issuing a credit or debit to each account affected along with an apology for the inconvenience caused.
Further to the above, if someone else has the same thought as me, here is a copy of the email I sent to Consort in response:
Thinking about the above, just because one car park has twice as many spaces surely that does not mean each space costs more: The overall charge may be double because the area is doubled, but individual costs should be roughly the same because the larger cost is being divided between many more spaces. Or am I missing something?

There are 35 spaces sharing a much larger budget and 66 spaces sharing a much smaller budget at the moment so the phase 3 owners were charged circa 700 pounds and phase 1 owners only around 186 pounds...
When it's corrected all owners will be charged approx the same at circa 350 pounds for each space...I think phase 1 is marginally higher than 350 but they will be roughly the same when adjusted.
So there we have it: Phase 1 car park space owners will be receiving a supplemental bill in the region of £170 (give or take), phase 3 owners will receive refunds circa £350.
